paulPaul Michael Pearson was abducted, sexually assaulted and murdered by Richard Blenkey. The investigation became a high profile murder case in the United Kingdom. Following his conviction, Blenkey was imprisoned for life, serving a minimum of twenty years.

On August 14th 1991 seven year old Paul Pearson vanished as he cycled home after playing with a friend in Saltburn. A local man, Richard Blenkey, lured Paul into his chicken hut on his allotment and stripped and sexually assaulted him. He then beat Paul about the face and strangled him with chicken thread. The bike and Paul's naked body were found the next day in an overgrown 50ft ravine and two days later Blenkey was arrested.

Thank you for your letter dated 15 March to the Home Secretary regarding your concerns that Richard Blenkey will not be added to the sex offenders register. I am responding to you in my capacity as the Parliamentary under Secretary of State for Crime Prevention.

I recognise the distress highlighted in your letter and please accept my condolences at the loss of Paul in such appalling circumstances. This was a heinous crime and I appreciate your desire to see that others are protected from Blenkey. I hope that this letter can provide some reassurance.

I am writing to you following our earlier discussions over the cases of Rosie Palmer and Paul Pearson and how powers contained within the Sexual Offences Act 2003 might be applied to the two males convicted of their respective murders (Anthony Armstrong and Richard Blenkey).

Section 104 Sexual Offences Act 2003 does provide the police with the power to apply to a court for a Sexual Offences Prevention Order (SOPO). In order to be successful, such an application must meet two criteria.

I write with regard to the Paul Michael Pearson case. Seven-year-old Paul Michael Pearson was abducted, sexually assaulted and murdered by Richard Blenkey in August 1991. Richard Blenkey was charged with murder and was given a life imprisonment sentence; serving a minimum sentence of twenty years. In March 2010, Richard Blenkey applied for open prison status.

The Phoenix Foundation is a new charity which supports victims of paedophile crimes. The Phoenix Foundation are actively changing child Protection Laws to protect children from abuse. As a family we are extremely fortunate to receive the support from this charity in our families’ own campaign to safeguard children.

Local singer Paul Tilley has kindly offered to provide the live entertainment for the evening. Anyone who has attended one of Paul Tilley’s gigs will be familiar with his outstanding performances!

Paul's Law is a campaign were in child murder cases; where there is any evidence of a sexual assault the Crown Prosecution Service (CPS) should always convict the offender for all the crimes committed. With all offences acknowledged the victims get all the justice they deserve, and so that if the offenders are ever released, the full extent of all real dangers they actually pose to the general public - can be properly and officially recognised and managed. Consequently all convicted paedophiles who murder should be included on the sex offenders register for life - and that this policy should be retrospective. Paul's law would work in partnership with, Sarah's law a system that permits parents to check if an individual who has close regular contact with heir child has a history of child sexual offences.

A FAMILY which has campaigned to keep their son and brother’s evil killer behind bars are fighting for a change in the law - named after the little boy who was snatched cruelly from them.

Paul’s Law - named after tragic Marske murder victim Paul Pearson - would ensure criminals are charged with ALL the offences they have committed and NOT just those which carry the highest sentence or are deemed the most serious, as often happens today.

Paul’s big sister Claire, now 25, explained the inspiration for Paul’s Law came as her brother’s evil killer Richard Blenkey, was NEVER CHARGED with the serious sexual assault he committed against seven-year-old Paul, despite the fact the harrowing details of it, - and evil Blenkey’s “morbid interest” in young boys - were heard during Blenkey’s trial for Paul’s murder.
